International System Utterly Failed to Halt Genocide in Gaza, Says Rights Monitor

Gaza, November 02 (QNA) - The Euro-Mediterranean Human Rights Monitor has affirmed that the international system has utterly failed to halt the genocide in Gaza due to lack of decisive resolutions toward the massacres being committed by the Israeli occupation army in the Strip.

The organization stressed that this failure makes the international system partner in these crimes and emboldens Israel to keep escalating the crime of genocide against the Palestinian people.

In a press statement on Saturday, the Euro-Mediterranean Human Rights Monitor added that the international system, including the International Criminal Court (ICC), the International Court of Justice (ICJ), European Union (EU), and many UN organizations have shamefully failed over 13 months to achieve the core principles and objectives they have been advocating for, as well as their commitment to protecting the civilians and halting the crime of genocide being committed by Israel against the Palestinians in Gaza.

The human rights monitor highlighted that these functions should be at the core of the work of these organizations, since they are the reasons for their existence, warning that while Israel is officially denying that it is implementing a plan to empty the north of Gaza, known as the Generals Plan, it is nonetheless applying this plan relentlessly on the ground. It emphasized that the Israeli occupation army dropped leaflets on Friday requesting the shelter centers in Jabalia and Beit Hanoun to evacuate and head to the south.

The statement asserted that the Israeli occupation forces have been forcefully implementing a dispossession plan and an effacement policy to evict Palestinians from one residential block to another through massacres and homicides in Palestinian homes and shelter centers, in addition to starving them by blocking all aid and goods from being delivered to the north of Gaza for a full month.

The silence and inertia are ongoing despite the strong warning that the entire Palestinian population in the north of Gaza is on the verge of death due to disease, starvation, and violence. The statement continued, stressing that the situation in the north of the Strip has become catastrophic.

The Euro-Mediterranean Human Rights Monitor stressed that the repeated use of US and EU weapons in the mass killing of Palestinians and the destruction of their homes makes those countries partners in the crime of genocide being perpetrated by Israel in the Gaza Strip since October 7, 2023, in accordance with international law, particularly the Convention on the Prevention and Punishment of the Crime of Genocide.

It pointed out that the international law protects the civilians during armed conflict, if they decide to remain at homes and don't pose any threat to the lives of the occupying forces, stressing that the investigations it has conducted confirm that killing and devastation are not carried out as part of the military operations, but rather are intended to destroy and annihilate the Palestinians through homicide and forced displacement.

According to the rules of international law, civilians who choose not to evacuate, or those who cannot leave a certain area, deserve protection as long as they are civilians, the statement highlighted. It affirmed that merely because they remain in these areas does not mean they should not be protected and does not relieve Israel of the responsibility to ensure and respect this protection.

The Euro-Mediterranean Human Rights Monitor has called on the ICC to uphold its responsibility and break the cycle of silence and act to issue arrest warrants, as well as accountability on the Israeli crimes which all fall into its jurisdiction. It hoped that this action would offer some protection for the Palestinians to counter the Israeli plot aimed at fully annihilating them.

The statement called on the UN and international community to immediately intervene to save hundreds of Palestinians in the northern Gaza and halt the genocide Israel has been committing for the second year, in addition to imposing full arms embargo, holding Israel accountable for all its crimes, and taking all effective measures to protect the Palestinian civilians there.
